Our 17 sponsored programs have provided graduate medical education to 347 residents (see below). Affiliated programs in Internal Medicine and Transitional Year sponsored by Kettering Medical Center and Family Medicine sponsored by Miami Valley Hospital served 57 residents. We have continued to collaborate as a GME community through the activities and programs of the Dayton Area Graduate Medical Education Consortium (DAGMEC).
GMEC leadership transitioned in 2007 with the appointment of Dr. Albert F. Painter as the Designated Institutional Official (DIO) for WSU sponsored programs. Dr. Painter has been a Director of Medical Education in the Dayton GME community for over 20 years and also holds the title of Assistant Dean for Faculty Affairs, BSOM. He is a founder of DAGMEC which he served as Executive Director for 12 years. He replaces Margaret M. Dunn, M.D., M.B.A., who was promoted to Executive Associate Dean, BSOM. Dr. Dunn will continue to be involved in the general oversight of GME programs in her new capacity. This shift in leadership was approved by the GMEC and administration of BSOM as a positive step in the growth and development of our residency programs.
ACGME site visited eight sponsored programs in 2007:
- Dermatology
- Gastroenterology
- General Surgery
- Hematology and Oncology
- Infectious Disease
- Internal Medicine
- Obstetrics and Gynecology
- Orthopedic Surgery
RRC reviews resulted in full accreditation status in each case, making all WSU sponsored residencies fully accredited programs. This was especially notable in the case of the Obstetrics/Gynecology and Dermatology residencies that progressed from Probationary status to five years and two years full accreditation respectively. Dr. Michael Heffernan (Dermatology) and Dr. Mark Campbell (Obstetrics/Gynecology), their departments, and the GME community are to be commended for their outstanding efforts in bringing these programs into full compliance with ACGME RRC requirements.
Five internal reviews were reviewed by the GMEC:

Responses to the most recent RRC citations for each program were discussed and additional areas of concern were highlighted. Follow up reports were requested by the GMEC and suggestions provided for program improvement. The GMEC has continued to assume an increasing degree of responsibility for the quality of trainee education through the internal review process. Periodic training in chairing and participating on internal review committees is given to program directors, associate program directors, and residency faculty.
Faculty development has been an area of increased focus for the GMEC. It is recognized that faculty have diverse interests in teaching and research/scholarly productivity that require training and instruction locally. This includes full time and voluntary faculty and residents acting as junior faculty for interns and medical students. DAGMEC and the BSOM Office of Academic Affairs have offered numerous formal courses and informal/individualized consultation services to assist faculty in acquiring and refining their skills. The GMEC has identified expanded faculty development as a major initiative for 2008.
DAGMEC and the GMEC continue to offer citywide activities to assist residency programs in meeting ACGME competency requirements. Individual programs also provide trainees with competency acquisition opportunities. The creation of a citywide simulation center continues to be a priority for the Dayton GME community. It is anticipated that a proposal will be completed by the end of 2008 and construction begun in 2009.
Overall compliance with duty hours continues to be excellent. There continue to be challenges to maintaining 30 hours of continuous duty, having 24 hours off on a consistent basis, and 10 hours off between duty shifts. While infractions are infrequent, the GMEC and WSU sponsored programs are committed to being in full compliance with ACGME standards. Program directors will diligently work with faculty responsible for training assignments with the highest intensity of care where problems seem to be focused. No programs were cited in RRC citations for work hours violations.
The BSOM GMEC is actively involved in statewide and national GME initiatives. The WSU Pediatric residency program has been selected for the ACGME Learning Portfolio Beta Testing Project that will allow all of our programs the opportunity to follow the development of portfolios for tracking competencies and other trainee achievements. The DIO is a member of CHIME, an initiative to develop benchmarks for institutions and specialty specific GME programs. We are also active with the Ohio Hospital Association in providing Ohio teaching hospitals with education and information related to residency programs.
BSOM GME is currently developing additional fellowship programs as accompaniments to our general residency offerings:
- Geriatrics (Family Medicine)
- Hospice and Palliative Care (Internal Medicine)
- Maternal and Fetal Medicine (Obstetrics and Gynecology)
- Surgical Critical Care (General Surgery)
We are confident that these new programs will enhance the education of residents in those specialties and provide an enriched training environment in Dayton.
The integrity of the educational experience remains the major focus for activities of the GMEC. Data indicate that residents are satisfied with the supervision of patient care activities and academic instruction from faculty. Residents are evaluated individually and responsibilities are assigned on a graduated basis based on skill attainment. Residents are routinely involved in activities designed to increase patient safety and quality of care standards. It is the overall objective of the GMEC and the GME community to prepare residents to practice the highest standard of care in their specialty of choice as independent physicians upon graduation.
